Nothing of particular significance. It's an indication that the person doesn't have many posts and hasn't been upgraded to Full Access.

What Marcio said.  There isn't a reason to keep it other than for the general amusement of others.  This member (a spammer) has been banned from the site -- his/her other post (here) was a spam link to a website that, while it did have a Vegas-related title, really didn't have anything to do with Vegas.  It was one of those "register here for a free $200 Olive Garden gift card" when in reality, you'd never get anything in return.
